Documents obtained by South West Surrey MP Jeremy Hunt and Guildford MP Anne Milton have revealed how Surrey's health bureaucrats plan to spend thousands of pounds of scarce health service cash on propaganda to convince the public that it’s right to make deep cuts in acute hospital services.In Surrey PCT's ""Interim Media Handling Strategy"", a copy of which has been passed to Jeremy and Anne, a detailed plan is laid out for ""handling"" public reaction to the cuts to A and E services which are currently being proposed.In the 32-page document the PCT proposes to pay for an ""advertising campaign"" with ""advertorials"" in the local press to ensure that the PCT gets the ""correct message home"". A carefully staged and choreographed event is plotted for Woking, which the document notes is ""equidistant between Guildford and Chertsey"" - the locations of the Royal Surrey and St Peter's - the two hospitals whose Accident and Emergency units face the axe. The event is supposed to show ""members of public ""engaging"" with PCT and other staff"" - a transparently cynical attempt to give the impression of ""engagement"" without taking real account of popular opinion. The cynicism of the PCT's approach is confirmed when the document states that it needs to be seen ""to be shown to be ""listening""” even as plans are laid to ride roughshod over public opinion.The PCT's high-handed approach to debate is confirmed with the bald declaration from the PCT that there will be no dialogue with those most involved in supporting the local NHS - the document states there should be ""no head-to-heads with MPs or key campaigners""The document confirms that there is ""strong opposition"" to cuts from local MPs who are working ""together in a structured way to oppose any hospital closures or downgrading"" and reflects the level of opposition to cuts and closures from local newspapers but the PCT's cynicism is again underlined when the document refers to The Surrey Advertiser as ""sensationalist"" and calls for a ""comprehensive approach"" to ensure the placing of ""positive stories"" about the cuts programme. Commenting on the PCT's plans as revealed in this document Jeremy said, ""I am amazed that the PCT is putting propaganda before patient care. It beggars belief that scarce NHS cash is being used to plan a spin-doctoring campaign designed to sell the sacking of real doctors in our local Accident and Emergency Units. Ministers have confirmed that the proposed cuts to Surrey acute services are all about meeting Treasury targets not patients needs - if the PCT were genuinely listening to local people it would refuse to do Gordon Brown's dirty work for him.”Anne said, ""Surrey MPs are united in believing that there should be no closure of any Accident and Emergency services in our county - and thousands of our constituents have campaigned against any closures. The PCT should stop plotting a campaign of spin and listen to the campaigners who want to save the NHS from cuts.""The PCT must be pretty desperate if they feel they have to use taxpayers' money to pay for advertising to sell cuts in our NHS. At least the PCT recognise that Surrey's MPs are working together against any cuts - its time they started working with us in the interests of Surrey rather than working for Government ministers who want to shred our emergency services.""
