The Liberal Democrats' Local Income Tax may cost the average working couple in South West Surrey £630 more than their existing council tax, the independent Chartered Institute of Public Finance and Accountancy has expressed an additional concern that the new system would force a reallocation of the central government ""equalisation"" grant, from the high-income South to the lower-income North of the country.The LibDems are committed to keeping the equalisation grant and Charles Kennedy has said that ""middle classes should pay more"" meaning potentially huge increases for pensioners and others in South West Surrey.
